Making a return to the boards...the best way to organise a hall to be honest is really dependant on which hall it is. If you've got a proper hall of residence, then the JCR model would be best- President, Vice President and Vice President Finance. Worked well for Manor, worked well for Chamberlain and worked well for Mason (my year when we didn't really have a JCR). For a hall on a scale such as Pritchatts which is clearly just three seperate blocks lumbered together and called a hall, then 7 is a more realistic number- there isn't a set meeting place where everyone goes for instance, so you have to do door knocking to get interest.
Getting people involved in halls though is a damn site easier than people think. Just to throw a few ideas around:
Facebook/myspace/MSN updates for each hall- Pritchatts did it really well and they always got decent attendance out of their residents. I'm a bit out of the loop but i'd hope that this has been suggested to the current crop of RA's.
Be visible- Obviously a bit of an obvious one, but have a stipulation that anyone running has to do things like the guild elections are run- turn up to certain events etc. It sounds daft, but why not have a fab election night or something like that?
Proper hustings- I know I didn't have to do one and most of the halls don't do them. Who the hell is not going to turn up to watch a group of people make a tit out of themselves?! make a social out of it if you have to.
Jog on you nay sayers- RA's are a fantastic tool for students to get more involved in university life. Not just a way of getting students drunk. Change the attitude- change the reality.
Sport- massive one. Get a captain of each team in the hall going forward or something stupid like that. Or stipulate that to be captain of the football/netball team you have to put yourself forward. I guarantee you that most people who want to be captain will put themselves forward
All this is probably too late now but if nothing else, if the nay sayers are right then maybe these simple ideas could be implemented. And
